Here is a summary of the events leading up to my termination from Rogers Hi-Speed Internet.
1) Received standard warning letter from internetsupport@rci.rogers.com on October 24th, 2003. [here]
2) Executive Response Committee (416)446-6500 had no idea about termination and bandwidth usage policies. Told me to try calling Securities as they cannot help me. Called Securities at (416)935-5194, whom told me to email abuse@rogers.com. Also spoke to Karthik Rep 0770 who told me "You were put on the system for abuse, too much use." "I don’t see anything about a limit in our terms." and "we are doing this in accordance with our terms to individuals whom use excessive amounts of bandwidth". He also told me "There is no limit; I cannot give you any guidelines". Rogers refused on all levels to release to me records of our phone conversations, so I refused to discuss anything over the phone, as it cannot be documented, and is not hard proof I can share. What was said is not worth repeating, as I cannot prove they said it.
3) Email Sent to abuse@rogers.com as instructed over phone technical support and corporate office, inquiring about termination policy, sent October 21st 2003 and November 1st 2003, both of which were ignored. [here]
4) Sent above unanswered email to Compbureau@cb-bc.gc.ca (reply on December 2nd 2003 is here), and CRTC who redirected the mail to comments@ctsc.ca which I got a reply on October 29th, 2003 (here).
5) CRTC seems to be effective in getting Rogers to respond. I got a mailed reply. [here]
6) Got CRTC to forward another email to force Rogers into replying again. [here]
7) Got a 2 page written reply from Rogers. [page 1 here | page 2 here]
Conclusion:
Rogers is a professional and well-run organization. As seen in the letters
above they posess basic reading and writing abilities, and are able to follow
directions, as seen in their vague and avoiding responses. I would suggest
Rogers to anyone who likes being harassed, and needs unlimited internet access
and unlimited bandwidth (see ComputerFest in Toronto, advertising unlimited
usage AND online time). NOT. Rogers is deceptive, underhanded,
sneaky, and does not deserve anyone's business. I suggest you check into
this before signing up with them. If you are already with them, I would
unload quickly.
Note:
Please note the views expressed in the conclusion are my personal views, and I
am simply sharing them, and offering advice. IF you like Rogers, I feel
sorry for you, but it is not my place to get involved. The event summary
1-6 are real, and I think they may help educate some of you, and satisfy your
curiosity. Maybe if more people bothered them about this bullshit then it
would not happen. But hey, its so much easier to let it slide.

UPDATE:
I have looked into my magical crystal ball and foreseen future horrors from
Rogers. Rogers wireless begins to cut off wireless cellular phone access
after users use "too much airtime" on Rogers' currently offered "unlimited
nights and weekends" package. Executives state that it has become a drain
on the network as 1% of users are using more airtime than the other 99% of their
users, so Rogers must eliminate subscribers until either profit turns to losses,
or subscriber bases reach zero. "It seemed like the logical thing to do"
said the Executive responsible for the decision. "As soon as we eliminated
the top 1% of users, there was another 1% using more than average! We need
to keep eliminating the top 1% of users until they are no longer using airtime!
This way the network will not be bogged down with users, and we can enjoy peace
and quiet, and a stable system."
